The allegation by the Telangana Chief Minister, Revanth Reddy, regarding the rejection of the Centre in allowing him to travel to the United States has led to new questions about the Modi regime and its policies regarding states looking for foreign investments. Reddy said the rejection was an insult to Telangana since this may make the global investors who are being wooed by the state government shy away from investing. The visit to the United States would be part of the process of wooing foreign investors for a state which markets Hyderabad as a key center for technology, pharma, life sciences and global businesses.

Moreover, the issue has raised serious apprehensions over the emerging conflict between the economic aspirations of states and the Centre’s ability to control international interactions. Even as the central government is justified in having its own agenda for granting approvals to state Chief Ministers to visit foreign nations, refusal of permission to a visiting CM on the basis of economic benefits becomes a matter of serious concern.

The question is not of just one foreign visit for the people of Telangana. The city of Hyderabad is now an important economic hub of the world for India, and bringing multinational companies to this economic hub means engaging the international community. If the elected state governments feel that their work to bring investments can be hampered by Delhi, it would harm the cooperative federalism that India needs for its development.

The Centre has talked time and again about how India can become a destination for investments from across the world and how the Indian cities can become economic centers internationally. However, the critics claim that this would be difficult if there is not enough room left for the states to make investments. This makes Telangana’s example an important political question in that it becomes important to understand if the Modi government really cares to help South Indian states realize their economic ambitions on a global scale or is it becoming a hindrance in their development?
